To help guarantee sustainable access to water, Burkina Faso has opted for river basin management of water resources, materialized by the establishment of Water Agencies. The first of these agencies, that of Nakanbé, has, within the framework of improving water governance, set up water resource management frameworks (Basin Committee and Local Water Committees) and operationalized water resource planning and management tools such as the SDAGE, the Work and Budget Programs (PTB), and the three-year activity programs of the CLE. However, the absence of a guide for integrating the Human Rights Approach is a definite handicap due to the cross-cutting nature of water in the country’s various development sectors. This is why the Nakanbe Water Agency, with the support of its technical and financial partners, has initiated the elaboration of a guide for the integration of the Human Rights Based Approach (HRBA) in the setting up of the Local Water Committees, the programming, the implementation and the monitoring-evaluation of their activities. This guide document for taking into account the Human Rights Based Approach in the design, implementation and operation of Local Water Committees in the area of competence of the Nakanbe Water Agency (NEA) was drafted by a committee composed of executives from the General Management of the Nakanbe Water Agency (DGAEN) and the Permanent Secretariat for Integrated Water Resources Management (SP/GIRE). Its main objective is to facilitate the consideration of the Human Rights Based Approach (HRBA) in the design, implementation and operation of the LEC. It should enable the LECs to better organize themselves and plan their activity programs with respect to human rights.
