The main objective of this guide for the benefit of local water committees, basic links in the implementation of IWRM, is to better calibrate the approach of actors and to propose intervention slots to facilitate the operationalization of IWRM at the level of the basic links. However, this methodological guide can serve as a reference document for actors and practitioners at all levels.
